According to insiders’ info, AV regards ppl who are not ex-convicts and have experienced managing large group of WLs before (e.g. KTV/clubs owners, brothel owners, etc.) as suitable candidates. This “unofficial & special licence” is not transferable but may transfer to his/her children subject to AV approval. The GL WLs are also issued with “special work visa” and classified as “illegal overstayer” in ICA record. That is why they are banned from re-entering Sg once they departed. For instance, the retired OKT Lorna was a legal Pimp over at Keong Saik road many years ago prior to her GL stint. That suggests why she was a suitable candidate.
