Yes indeed. Even for a native Parisien, Pigalle is the just trouble waiting to happen. Avoid this place wherever possible, although no real trouble ever happens as many legitimate storeowners are fiercely protective of their turf and trouble means bad business.
Also avoid areas like St-Denis. (where the football stadium is).
